In the state of North Carolina, it is legal to keep dogs tethered outside all day every day, no matter what the weather is. As long as some shelter is provided, the dog can stay outside; however the definition of shelter is loosely interpreted.
North Carolina can experience an array of weather. The summers can be brutally hot while the winters can be freezing cold. It is unacceptable to keep dogs chained outside in all of these extremes.
Not only is chaining dogs outside bad for the dogs, but it can be harmful to people. Chained dogs are more likely to attack passersby, leading to severe injury or even death. It is time to bring dogs inside in order to help the dogs and the people of the community. Sign this petition to demand the laws are changed regarding chaining dogs.

In North Carolina it is legal to keep dogs tethered outside all day, no matter the weather. Some counties have decided to make it illegal, but unfortunately it is still legal in much of North Carolina.
North Carolina experiences an array of temperatures and storms. Sweltering hot days are common in the summer and temperatures drop below freezing in the winter. It is cruel and irresponsible to leave dogs outside all the time. In addition, chained dogs are more likely to attack passersby. Dog attacks can lead to serious injury and even death.
Please consider making it illegal to chain dogs up 24/7. It would make the dogs and people of North Carolina safer.
