Demand Justice for Allegedly Neglected Dog

Goal: Demand thorough investigation of man who allegedly neglected a dog to the point of starvation.

A man was arrested on animal cruelty charges after the Humane Society of Parkersburg responded to a little girl’s complaint. The Humane Society received a call from the neighbor of a child who had voiced some concern about a dog she had seen in her community. When officials arrived at the home, they were surprised to find a dog who had been adopted back in 2014 from their shelter.

Officials reportedly found the dog cowering in a corner without adequate food or water. The poor dog had nothing but sand and dirt to sleep on and looked extremely emaciated. Officials on the scene described it as a “skeleton with skin stretched over it.” The dog was returned to the animal shelter where it received immediate care. The shelter then transferred the dog to MedVet in Columbus for more treatment, but they fear it will not be able to pull through.

What’s worse is that the owner who adopted the dog, James Kent Hobbs, could have returned it at any time. There is no fee or penalty attached as the shelter prioritizes the safety of their animals above all else. Instead, Hobbs allegedly opted to neglect the dog to the point of near-death. As a result, the Humane Society is pursuing action against Hobbs.

Demand a thorough investigation into what happened to the poor animal, and that Hobbs be punished to the fullest extent of the law, if found guilty. Too many cases of animal abuse and neglect have been cropping up lately. Help take a stand against these incidents by adding your name to the petition.


Dear Attorney General Morrisey,

I write to express my deepest sympathies for a dog reportedly found starving to death. I also write to request your assistance to ensure more incidents like this do not crop up in West Virginia, which has had relatively few cases in the media until now.

Recently, a little girl voiced her concern to a neighbor about a dog she had seen in the community. Taking the little girl at her word, the neighbor phoned the Humane Society to make a complaint. When the Humane Society arrived on the scene to investigate the claim, they found a dog previously adopted by the owner, James Kent Hobbs, back in 2014.

Officials who responded to the call described the dog as a “skeleton with skin stretched over it.” He was extremely emaciated with no adequate food or water, and had only dirt and sand to call a bed. The dog received immediate medical care and has since been sent to MedVet in Columbus for further treatment. However, due to the severity of the dog’s condition the Humane Society does not believe he will pull through.

The shelter has filed paperwork against the owner, who will face animal cruelty charges for the reported neglect. I urge you to ensure he is punished to the fullest extent of the law, if found guilty. This sends a message to animal abusers in West Virginia that the practice will not be tolerated and decreases the likelihood of a repeat offense.

    Why don’t these States prosecute these abusers! It obviously is a huge problem, let them go, they abuse again and again.
