Punish Officer Suspected of Abusing Canine


Target: Tim Norton, President of the Arizona Law Enforcement Canine Association

Goal: Ensure officer who allegedly whipped and kicked canine receives the maximum punishment.

A Peoria, Arizona police officer was caught on video apparently abusing one the unit’s canines during an investigation recently. A team of officers were knocking on a door looking for a suspect, when one of the officers allegedly yanked the leash attached to the dog’s neck, whipped him with it and then kicked the dog down. A witness said she recorded the following events, not at all suspecting to see what she did. “The dog looks like a puppy and looks terrified of him,” the witness, who chose not to be identified, described. The  video has since chalked up 18,000 views on YouTube. The canine has been identified as a three year old Belgian Malinois, however the officer remains unidentified. The only information released is that the officer has been working for ten years, and has been a canine handler for five years. He is still in uniform as the investigation is underway, and action needs to be taken to remove this officer from dealing with the canine unit until the investigation is finished.

In addition to removing the officer from working with these canines, we need to call for the maximum penalty in the investigation. Canines partnered with officers are meant to create a bond full of trust and teamwork, and this officer is clearly not following that protocol. 

The officer must face the consequences of his behavior if he is proven guilty. We are the voice for the police force canines who can’t speak on their own behalf. Sign this petition to call for action against police abusing their canine companions, and prove to the Arizona Law Enforcement Canine Association that their police force dogs deserve justice and fair treatment just as much as human officers.


Dear President Norton,

A recent video apparently shows one of the officers from the Peoria Police Unit abusing his canine partner. The officer restrains and yanks the dog’s leash, whips the dog with the leash, and then kicks the dog. The incident’s witness exclaims the canine “looks like a puppy and looks terrified of him.” The video has rallied up a lot of public attention, coming up with 18,000 views and counting. The Peoria Police Department has released statements urging the public to remain patient as the investigation is underway, but we demand action now. Please show fellow officers that this kind of abuse is not tolerated.

Many people have gone to the police station’s Facebook page to publish their cries for justice, and we are here to ask you to serve it. I urge you to take action upon this issue and suspend the officer in question until the investigation is completed. The way this officer is acting is no example for the force, nor is it a good way to represent your local officers. Please show that your association is in support of fair treatment for the canines working with all Arizona Police units and demand a maximum penalty for the abusive officer in question if he is found guilty.

    Very disturbing. So cruel. How is this man in this job.

    • The truth be known, the majority of police and sheriffs department K9 units torture their dogs behind the scenes. Most comment sections don’t allow us to put our web sites on, so I will just describe some of what they do: hang the dogs to unconsciousness, repeatedly, ‘helicopter’ (swing the dog like a helicopter blade by the pronged choker around his neck), slam to the ground and kick in the stomach and/or groin. There is a lot more, but that is a sample.

  2. This sadistic officer has been working with canines for 5 years?! Why is a psychopath allowed to work with dogs and continue on the job after the surfacing of the video showing him abusing his canine partner?

    There is enough evidence to fire this officer and punish him for animal cruelty. I hate to know what he has done before to this or other dogs.

    At the very least, this officer should be suspended, without pay, and the dog protected from him, until completion of a thorough investigation. Under no circumstances, no matter the outcome, should this officer EVER have a canine partner!

    He should be suspended without pay pending the outcome of the investigation into his activities. That’s what would happen here n the UK. No canine let alone a mere puppy should be whipped or kicked down. He is a cruel man and his punishment should include a lifelong ban on working with animals.

MY HEART BREAKS FOR THIS SWEET DOG! ==== I wish the mindless COP had thought twice before abusing this dog === thinking things through, being rational along with compassionate would be the right way — where’s the accountability? — Let’s NOT forget, police officers are held to a higher standard and much more is expected of them == how do we know what he’ll do in the future! ==== LISTEN! WE DO NOT WANT REPEATS OF ABUSE OF ANIMALS — these irrational, mindless acts must NEVER be repeated!
