Animals in Quebec may soon be legally recognized as “sentient beings,” and heavy fines and jail time may be imposed for repeat animal abusers if a newly proposed bill is passed. The bill states that “animals are not things” and that they have “biological needs.” The legislation applies to both domestic and farm animals.
The bill was proposed by Pierre Paradis, the Quebec Agriculture Minister. Paradis states that this will be a big move for Quebec citizens, because the current law provides animals with the same amount of rights as a “piece of furniture.” He believes it is time that the law changes, and that animals are given the rights they deserve. Paradis claims that it could go as far as criminalizing flushing one’s goldfish down the toilet.
If the bill is passed, pet owners will be required to protect and ensure the safety of their pets with “care that is consistent with their biological needs.” Farmers must treat their animals with the “highest dignity possible.” First time offenders of these laws can receive fines as low as $250, and as high as $250,000. Fines can double and triple for repeat offenders, and judges will be granted power to imprison repeat offenders.
Quebec is notorious for its limited protection of animals under its legal system. Quebec has even been deemed the “puppy-mill capital” of the continent, partially due to it having the most lenient animal-welfare laws in North America. It is time that the law adjusts to the needs of animals, and this bill will help them get the rights they deserve. Please support this petition, and encourage the national assembly to pass this bill.
