Praise Creation of Animal Abuse Registry

Goal: Applaud creation of animal abuse registry to protect animals from potential abuse.

“Rocky’s Law” was recently signed by Orange County Executive Steve Neuhaus. The bill aggressively protects animals, and will create a registry that is designed to prevent any convicted abusers from owning animals. Neuhaus describes the law as one of the toughest in the country, and hopes it will inspire other counties to adopt similar laws.

The bill is named after a Staffordshire terrier that was forced to be euthanized after it was left outside in freezing temperatures and snow for five weeks while its owner went on vacation. The bill was introduced by county lawmaker Mike Anagnostakis, who was sickened by many instances of animal abuse.

The law requires that anyone convicted of animal abuse in Orange County register with the sheriff’s office within five days of being convicted or released from incarceration. If they do not follow this protocol, they can be subject to a misdemeanor charge and face up to a year in jail and a $2,000 fine. The registry will include the names and photos of abusers, who will remain on the registry for fifteen years. If convicted a second time, they will stay on the registry for life.

The passage of this bill is the beginning of stricter control over animal abusers in this country. The success of this bill may encourage other counties to follow suit, which will provide more safety for animals across the nation.   1. It’s about time that someone was intelligent enough to start a registry! Now this great idea has to become law in every state. Although no guarantee (especially with psychopaths), it is the best deterrent to animal cruelty that I have heard about, to date.
